NORTH HOUSTON AREA SUMMER BASEBALL LEAGUE 2021

PLAYER ELIGIBILITY

 

There will be three (3) divisions of teams in the league. Teams will be comprised of players who are currently enrolled (or scheduled to enroll in for freshmen) in the high school they will be representing. There can be exemptions to these rules if approved by league.

 

Varsity- Seniors must play in this division. If any underclassman played on the varsity team the season before they must play on the varsity team also.

 

Junior Varsity- Any freshmen, sophomore, or junior that did not play on the varsity team the season before.

 

Freshmen- Only incoming freshmen of your specific school may play on the freshmen division team.

MANDATORY PAPERWORK

 

School coaches must fill out the coach contact list before the beginning of the summer season and turn in to the league. Once a team has submitted this contact paperwork and paid the entry fee they have officially committed to play in the NHASBL.

 

TEAM EXPENSES

 

1. There is a $250 league fee for all teams that is due before the summer season begins.

2. Each team will cover half of the umpire fees to be paid at plate meeting of first game.

3. Each team is responsible for their own team insurance. Each summer team coach needs to have a copy of their insurance present at every game.

4. Each team is responsible for their own home field ISD field charges and will go through the ISD for scheduling the fields for their home games.

5. Each team is responsible for providing baseballs. Baseballs don’t have to be brand new, just playable according to both teams.

6. No official uniforms must be worn for the JV and varsity teams. They may wear any off season team wear. Freshmen teams are encouraged to wear their uniforms if they have any from previous seasons.

 

UMPIRES

 

All attempts will be made to have 2 umpires present at each game. Each team will pay one umpire if 2 are present. If only 1 is present each team will pay for a game. The umpires should be paid in cash at the plate meeting. Somebody associated with the home team is responsible for letting the umpires know that the game is cancelled as soon as possible. Currently the umpire fees are $65/game for varsity games and $60/game for JV and freshmen games. If umpires are NOT made aware of a cancellation or schedule change and they show up a fee may be assessed. REGULAR SEASON GAME RULES

 

All regular season games will be played under the NHSF rules, same as high school baseball. There are a few exceptions:

-A team may hit 10 by using an EH (extra hitter) or bat their entire lineup.

-If both teams and umpires agree at plate meeting there may be free defensive subs used.

 

All regular season games will be 7 innings or a 1 hour and 40 minute time limit, whichever comes first. Run rules will be in effect and will be 10 after 5 and 12 after 4. All regular season games will start at 6pm and 8pm. 8pm game may start earlier due to run rule or other reason.

All players must wear helmets when hitting in the game. If there are any players warming up in the field of play there must be another team member with a helmet on and glove to protect them from foul balls. No team is allowed to use batting cages unless authorized by a school administrator and then must still wear batting helmets.

Tie games will end that way with no extra innings unless there is still time on the game clock. Game clock may be governed by the umpires or the baseball coach/school representative at their respective home field. That person is also the game official and has final say over any happening at their field.

A maximum of 4 coaches may be allowed in the team dugout. The home team will be the official scorebook. If they do not have a book then the visitor scorebook shall then become official. Both teams are responsible for their own dugouts, clean the entire dugout before you leave! Make sure it looks at least as clean as it did before you arrived!

The league and high school coaches have authority to make any changes that they feel would best benefit the league and make final decisions at their home field. 

 

GAME CANCELLATIONS/TEAM DROPOUTS

 

If a team cancels a regular season/playoff game for any reason other than weather/field condition or drops out of the league after they have already committed to play they may be subject to being suspended for the remainder of the season and the following season.

 

REPORTING GAME SCORES

 

So that the standings can be updated at a quicker pace please have the winning team representative report the game scores. Please send all score information to the league the night of the game via email, text, or through this website. You must include the date of game, division, school names, and each teams score. Example: 6/23/21, Varsity, Game 1 Klein Oak 6 Klein Collins 2 and Game 2 Klein Collins 5 Klein Oak 3.

 

POST SEASON TOURNAMENT

 

There will be a post season tournament at the end of the regular summer season. Seeds will be based on the regular season records. However, the league has the authority to change seeds to accommodate a host school. A team fee may be assessed during the playoffs to assist host schools for payment of ISD field use charges. Depending on the number of teams involved in that particular division there may be a championship and consolation bracket used. All playoff games will use the same 7 inning, time limit, and run rule as the regular season. The host school baseball coach/representative will be the game official and may use whatever extra inning method they prefer to determine a winner and will have final say over any matter there.

 

PERSONAL CONDUCT

 

If any player or coach is ejected from a game they will be automatically suspended. The player/coach will be suspended for one game, which will be the next game that their respective team plays. A second ejection of that same person will result in that player/coach being suspended for the rest of the league that year. If an ejection occurs the team that was associated with the ejection must let the league know within 24 hours of the occurrence. If any player or coach has any questions regarding rules or if they would like to file a complaint they may do so with the league and they will make the final decision.
